Why were these changes made with the Caves and Cliffs update?
The changes made to the ore distribution can be explained quite simply. With the new update, the bedrock (the bottom of a map) has been shifted down by 64 blocks. As a result, creating a huge area to fill above with many new landscape features.
In addition to the bottom limit, the top limit has also been exceeded, allowing mountains to stay and players to build top structures without limits. With these increases being made across the map of Minecraft, the changes being done to ore distribution is natural.
